The only way this can be done is by having equipment inspected by a competent person and tested using a PAT tester.
Failure to comply with any of the Regulations may constitute a criminal offence all of which can carry penalties of fines & imprisonment. Landlords and letting agents could also be sued in Civil Law under the duty of care for failure to ensure the tenants safety and, as a result can face punitive damages.

What is classed as a Portable Appliance ?
An electrical appliance may be classed as "portable" if connected to the mains by way of a flexible lead and plug, apart from all the usual types of hand held appliances like drills, hairdryers etc. this also includes TV's, PC's, fridges, printers and microwaves, these are all classed as portable and come under this category.
